Superintendent Norris stated Mike McHugh would be retiring and has given direction to begin a nation wide search for a new Executive Director.

GENERAL ITEMS

9. APPROVAL OF THE NAMING OF THE INTERMEDIATE PLAYGROUND AT EMMA E. BOOKER ELEMENTARY SCHOOL
Description
To commemorate the generosity of a $50,000 donation from Bill and Christine Isaac to benefit the students in Sarasota County public schools, the Education Foundation of Sarasota County, Inc requests the naming of the intermediate playground at Emma E. Booker Elementary School.  The Isaacs have requested that the Emma E. Booker intermediate playground be named the "Isaac_________Park" with the descriptive adjective determined by Principal Gwendolyn Rigell through a student essay contest.

Recommendation
That the School Board approves the naming of the intermediate playground at Emma E. Booker Elementary School the   
"Isaac________Park."                     
AGREEMENTS/CONTRACTS

10. APPROVAL OF PHASE 2 ACTIVBOARD TRAINING
Description

The district is starting Phase 2 of the district-wide initiative to install projectors with "Active Board +2" resources in every instructional classroom at all schools within a twelve month period.  This contract will provide professional development services to all Phase 2 educators.  Members of this phase include 50% of the teachers at every school.  Training will include (3) full-day sessions.  All training will be interactive and includes both lecture and hands-on segments.  To accommodate our needs, this course will be delivered in two parts.  Part 1 includes 2 days of instruction; to be delivered May 31 & June 1.  The 3rd day will be Part 2, which will be delivered in August.



Recommendation

That the contract for professional development services between Promethean and the School Board of Sarasota County be approved as presented.


11. APPROVAL OF THE CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FRANCES E. SOSADEETER AS INDEPENDENT CONTRACTOR
Description
The Parent Outreach Facilitator will increase involvement among the parents of English Language Learner students (ELLs) assisting with concerns in negotiating the school system and providing relevant training that will empower parents as they work with their children at home.

Recommendation

That the School Board of Sarasota County approves the contract in the amount of $10,000.00, with independent contractor Frances E. Sosadeeter, to serve as Parent Outreach Facilitator.

 


12. APPROVAL OF AGREEMENT WITH HAIR MAGIC OF NORTH PORT, INC.
Description
This agreement will allow for non-paid career technical work experience for students 15 to 18 years of age, in 10th, 11th, &/or 12th grade students from North Port High School to learn the day to day operation of running a business at Hair Magic of North Port, Inc.

Recommendation
That the School Board approves the agreement between the Vocational Instructional Program and Hair Magic of North Port, Inc., as presented.
13. CONTRACT FOR OCCUPATION THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND LISA AZAR, CERTIFIED OCUPATIONAL THERAPY ASSISTANT (COTA)
Description

The school district has been contracting with Ms. Azar for COTA services since the beginning of the school year.  This current extension will take the contract over the $25,000 amount requiring School Board approval.  The school district is contracting with several different vendors for occupational therapy, physical therapy, and speech therapy services due to the critical shortage of staff in these areas.



Recommendation
That the contract for occupational therapy services between the School Board of Sarasota County, Florida, and Lisa Azar, Certified Occupational Therapy Assistant (COTA), in an amount not to exceed $14,490, be approved as presented.
14. CONTRACT FOR SPEECH THERAPY AND OCCUPATIONAL THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CHILDREN'S THERAPY WORKS
Description
The Individuals with Disabilities Education Act (IDEA 2004) requires school districts to set aside a proportional share of their Federal IDEA funds to provided services to students with disabilities enrolled in private schools by their parents, including McKay Scholarship students.  The services most requested by private schools are speech therapy, occupational therapy and physical therapy.  Since the district does not have direct hire staff available to provide these services, contracts with private vendors like Children's Therapy Works are being implemented to meet this requirement.

Recommendation
That the contract for speech therapy and occupational therapy services between the School Board of Sarasota County, Florida, and Children's Therapy Works in an amount not to exceed $33,000, be approved as presented.
15. CONTRACT FOR SPEECH THERAPY AND OCCUPATIONAL THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND SUNCOAST THERAPY SERVICES
Description

GRANTS

16. APPROVAL OF THE FLORIDA REBUILDS CHOICE CONSTRUCTION INSTITUTE PLANNING GRANT TO THE WORKFORCE DEVELOPMENT BOARD OF OKALOOSA AND WALTON COUNTIES FOR NORTH PORT HIGH SCHOOL
Description
COMPETITIVE: Funds will support teacher stipends for summer work, substitutes for staff involved in the planning process, marketing and recruitment materials, and staff travel for training purposes.

Recommendation
That the School Board of Sarasota County approves the Florida Rebuilds Choice Construction Institute Planning Grant.
17. APPROVAL OF THE SMART SARASOTA MOBILIZES ALCOHOL REDUCTION IN TEENS GRANT APPLICATION TO THE U S DEPARTMENT OF EDUCATION
Description
COMPETITIVE: The grant objective is the reduction of alcohol abuse in conjunction with the Sarasota Coalition for Substance Abuse for grades seven through twelve.  This is year one of a three-year grant.

Recommendation
That the School Board of Sarasota County approves the SMART: Sarasota Mobilizes Alcohol Reduction in Teens grant application.
FIELD TRIPS

18. APPROVAL OF THE SARASOTA HIGH SCHOOL 12TH GRADE MRI/RESEARCH FIELD TRIP TO ALBUQUERQUE, NEW MEXICO, ON MAY 13, 2007 THROUGH MAY 19, 2007
Description
Students will be given the opportunity to present their science projects for competition and practice real world science experiments.

Recommendation
That the Sarasota High School 12th Grade MRI/Research field trip to Albuquerque, New Mexico, on May 13, 2007 through May 19, 2007, be approved.
19. APPROVAL OF THE SARASOTA HIGH SCHOOL SPEECH AND DEBATE TEAM FIELD TRIP TO WICHITA, KANSAS, ON JUNE 16, 2007 THROUGH JUNE 23, 2007
Description
This is a competitive Speech and Debate team which competes in ten separate events at each tournament.  It is connected directly to the Speech and Debate courses offered at Sarasota High School, as well as the National Forensic League, National Catholic Forensic League, and the Florida Forensic League.

Recommendation
That the Sarasota High School Speech and Debate team field trip to Wichita, Kansas ,on June 16, 2007 through June 23, 2007, be approved.
20. APPROVAL OF THE SARASOTA HIGH SCHOOL SPEECH AND DEBATE TEAM FIELD TRIP TO HOUSTON, TEXAS, ON MAY 24, 2007 THROUGH MAY 28, 2007
Description

EXPULSIONS

21. EXPULSION CASE NO. 07-059
Description

The student listed in Expulsion Case No. 07-059, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 14, 2006, the student listed in Expulsion Case No. 07-059, violated School Board Policy 5.34(1)(e), Act which disrupts the school operation.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 15, 2007.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-059, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session, until September 15 of the 2007-2008 academic year.
22. EXPULSION CASE NO. 07-274
Description
The student listed in Expulsion Case No. 07-274, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 20, 2007, the student listed in Expulsion Case No. 07-274, violated School Board Policy 5.322, Prohibition against the use, sale or possession of alcohol or drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until March 5 of the 2007-2008 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-274, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session, until March 5 of the 2007-2008 academic year.
23. EXPULSION CASE NO. 06-319
Description
The student listed in Expulsion Case No. 06-319, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 12, 2006, the student listed in Expulsion Case No. 06-319, violated School Board Policy 5.3222, Prohibition against the use, sale or possession of alcohol or drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until April 12, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-319, to expel the student referenced therein from the Sarasota County Schools be approved effective until April 12 of the 2006-2007 academic year.
24. EXPULSION CASE NO. 06-069
Description

The student listed in Expulsion Case No. 06-069, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 30, 2005, the student listed in Expulsion Case No. 06-069, violated School Board Policy 5.322, Prohibition against use, sale or possession of alcohol or drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 1, 2007.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, that holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-069, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately until June 1 of the 2006-2007 academic year.
25. EXPULSION CASE NO. 07-019
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in an alternative school.

Recommendation
That Expulsion Case No. 07-019, be held in abeyance per School Board Policy 5.34.
26. EXPULSION CASE NO. 07-105
Description
Board Rule 5.34(4), permits the Board to hold in abeyance the expulsion of a student if the student in a recognized alternative-to-expulsion program.  This student has not enrolled in the Infinity Program and her expulsion reinstated.

Recommendation
That the abeyance of Expulsion Case No. 07-105, be rescinded per School Board Rule 5.34(4).
27. EXPULSION CASE NO. 07-280
Description
On February 20, 2007, the student listed in Expulsion Case No. 07-280, violated School Board Policy 5.34, Assault and Battery on another student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until February 20, of the 2007-2008 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-280, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session, until February 20 of the 2007-2008 academic year.
28. EXPULSION CASE NO. 06-191
Description
The student listed in Expulsion Case No. 06-191, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On January 20, 2006, the student listed in Expulsion Case No. 06-191, violated School Board Policy 5.34(1)(d), Possession of Pornographic Materials.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30 of the 2006-2007 academic year.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-191, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year.
29. EXPULSION CASE NO. 07-047
Description
The student listed in Expulsion Case No. 07-047, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On September 14, 2006, the student listed in Expulsion Case No. 07-047, violated School Board Policy 5.32, Zero Tolerance, Battery on a School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 14, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-047, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session until September 14, of the 2007-2008 academic year.
MATERIALS MANAGEMENT

30. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description

The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.



Recommendation
That the classification of inoperative equipment and furniture, as property to be deleted, be approved.

31. APPROVAL TO AWARD BID #7069 FOR MIDDLE SCHOOL PHYSICAL EDUCATION UNIFORMS
Description
Bids to provide 'Middle School Physical Education Uniforms' were received from nine vendors on March 13, 2007.  The bids of American Apparel Designs, Inc., Designlab, Inc., The Incentive Mall, and Itchin' to bee Stitchin', Inc., were the best low bids meeting the advertised specifications based on a sample scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the internal accounts of the middle schools.

Recommendation

That the bids of American Apparel Designs, Inc., Designlab, Inc., The Incentive Mall, and Itchin' to bee Stitchin, Inc., to provide 'Middle School Physical Education Uniforms' in an amount not to exceed $50,000.00, be approved for award and purchase.

CONSTRUCTION

33. APPROVAL OF THE STANDARD DEVELOPER'S AGREEMENT BETWEEN THE CITY OF NORTH PORT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR THE WATER AND WASTEWATER SYSTEM RELATING TO MIDDLE SCHOOL "EE"
Description
The above referenced agreement defines the relationship between the School Board and the City of North Port Utilities Department.  All stipulations noted in the agreement have been worked out between the two parties and are deemed acceptable by the Construction Services Department staff of the School Board of Sarasota County.  This agreement has been approved by the School Board attorney.

Recommendation
That the Standard Developer's Agreement between the City of North Port and the School Board of Sarasota County, Florida, for the Water and Wastewater System for Middle School "EE", be approved as presented.

34. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE RIVERVIEW HIGH SCHOOL PROJECT - ON SITE IMPROVEMENTS
Description

Under the terms of the 6/20/2006 (Item #40) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G. Mills, Inc. for the Riverview High School project - On Site Improvements.  This contract was negotiated on 3/28/2007.  As indicated, the 6/20/2006 agreement included pre-construction and bidding services only.  This Contract for Construction includes only the on site improvements portion for the referenced project. The scope shall include on site improvements consisting of site clearing, storm water storage vaults, storm drainage, wastewater collection, water distribution, engineered fill, paving, foundation walls, retaining walls, sidewalks and other incidental work.  A separate contract will be negotiated at a later date for the balance of the construction of this project.  The Guaranteed Maximum Price (GMP) of this contract is $12,239,425.00. This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of this GMP proposal acceptance form and contract.  Funds for this contract are available in the project budget.



Recommendation
That the Guaranteed Maximum Price Proposal be accepted as presented and the contract for construction for the Riverview High School project - On Site Improvements be approved as presented.

35. RATIFICATION OF AMENDMENT #1 TO THE ARCHITECT'S AGREEMENT FOR THE LAKEVIEW ELEMENTARY SCHOOL - HVAC RENOVATION PROJECT
Description

This amendment shall cover design and construction administration services for services to twelve (12) new portables and related civil engineering services to comply with Southwest Florida Water Management District (SWFWMD) requirements.  The cost associated with this amendment shall not exceed $29,000.00.  Funds for this amendment are available in the project budget account.



Recommendation
That Amendment #1 to the agreement dated 2/6/2007, with Maddox & Associates Architects, P.A. dba The Maddox Group for the Lakeview Elementary School - HVAC Renovation project be ratified as presented.

Last fiscal year there was a property insurance crisis and the School Board of Sarasota County renewed its property insurance on the June 6, 2006 Board Agenda with an effective date of July 1, 2006 through June 30, 2007.  Because of the volume of renewals effective on July 1, a shortage of insurance capacity came into play and the school district was able to obtain its insurance at a total cost of $3,315,865, for an insured loss limit of $47.5 million with the school district assuming $17.5 million, for a combined total of $65 million.  This year the recommendation is for our policy year to be moved to an earlier renewal date in order to avoid a renewal during the hurricane season with the possibility of higher premiums.   The premium this year for the coverage was $3,107,500, and the renewal for the same coverage is $2,773,859.  Since the current property insurance is being terminated earlier, a return premium of $446,433, will be due the district.  An additional 1% assessment is due the State of Florida in the amount of $27,739, and this is in lieu of the additional Citizen's Property Insurance assessment that was paid for the current year in the amount of $208,365.  In summary, the total reduction for property insurance is $514,267.

40. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENT FOR THE PERIOD ENDING FEBRUARY 28, 2007
Description

The General Fund is showing a favorable trend in expenditures; however, the property tax revenues are still coming in at a 2.5% slower pace than last year.  The "Fourth FEFP Calculation" should be released by the Department of Education within the next three weeks and that will be the last adjustment for this fiscal year on the FEFP and State Categorical grants.  Through February; however, the General Fund will be within the Budget as amended, and it is not anticipated that there will be any negative trends for the remainder of this fiscal year.  Salaries and Fringe Benefits will come in below the budget at the end of the fiscal year.  County Sales Tax Revenues are coming in at half a percent less than last year after the first eight months of the fiscal year.  It is interesting that the State of Florida shows that the overall Sales Tax Revenues for the entire State are coming in at two percent more than last year, so it appears that Sarasota is experiencing a trend in sales tax that is slightly worse than the state trend.  The County Sales Tax Revenues only affect the Capital Fund.  The Capital Fund is also affected by the slowness of the property tax revenues indicated for the General Fund.  The other funds are coming in as projected in the Budget.

Minutes: 

Board Member Shirley Brown - Bayfront - Embracing Our Differences is having their artistic show.  Many of the district's students submit information.  Funds have been raised to provide transportation for any teacher to take their classes to this. 

 
A concern about Senate bill 1046 it has a House companion.  It substantially redefines gifted programs K-8.  There is a Bill on 150 hours of Physical Education and a a Bill about busing any child that has to cross a path of a sex offender on the way to school.  Property tax bill is a concern.  Schools are now included; before it was just counties and cities.  Tallahassee wants to take the Required Local Effort out of homestead properties and the Discretionary Millage that is raised can be taken away and replaced with an additional sales tax on top of what will be levied at the state to cover the Capital, Discretionary and Referendum dollars.   House Bill 1483, Senate Bill 2584 that any time you would be having a vote for new taxes, it would have to be passed by a majority plus (1) of your School Board and any referendums would have to passed by a 3/5 majority.  On one hand Tallahassee is telling us that we have to come up with new taxes and on the other hand tying our hands in order to get those taxes.  Looking at taking away the School Recognition programs from the FCAT school dollars. Few amendments are being filed to fund other programs with the School Recognition dollars.
